During the April 2, 2018 City Council workshop the governing body was updated on the status of the dome replacement project. The City Council provided direction to Johnson County Parks and Recreation District (JCPRD) on January 8, 2018 requesting that JCPRD file a claim to replace the dome and interior lighting that was damaged in the fall of 2017. Development of plans and specifications for the replacement of the damaged elements has revealed a series of hurdles. One significant hurdle is, due to changes in technology, the lighting system previously used is no longer available. A second significant hurdle is completing this complex project in a relatively short timeframe under the substantial purchasing, bid award and Core 4 tax clearance requirements followed by JCPRD. The final major hurdle is a building code requirement for inflated structures to provide a support system that holds the dome off the ground and pool in the event it deflates. This requirement was not a part of the building code at the time the facility was originally constructed. The purpose of the support structure is to provide a safe means of egress for occupants in the case of deflation. Retrofitting a support structure at the existing pool will require installation of footings around the existing pool deck, which could delay completion of the dome beyond the 2018/2019 winter season. The support structure would also become an element that would require removal along with the dome to convert the pool back to its summer season configuration. Confirmation from JCPRD’s insurance provider concerning the support structure’s coverage under the claim for replacement of the dome is currently pending. If the support structure is not covered, the cost of the dome replacement significantly increases. The support structure may also prevent use of the diving boards while the dome is installed.
The implications of the new support structure are material, as is the high potential for delays occurring during the bid/award process. At the 4/16/18 Council meeting the Governing Body will revisit the request they submitted to JCPRD to proceed with filing a claim with their insurer to replace the dome. The meeting starts at 7 pm at City Hall. The Governing Body welcomes public input on this important decision.
