2025 Budget

BUDGET PROCESS

The City of Roeland Park adopted its Fiscal Year 2025-2027 Budget on August 20, 20224. Each year, staff work with the Governing Body to develop the following year’s budget along with two additional years of projections. This longer-term planning process helps guide the Council’s decision-making when it comes to planning for capital improvements and equipment replacement, staffing adjustments, program improvements, and more. Below is the schedule of budget meetings and benchmarks for adopting the FY 2025 Budget. All meetings are open to the public and held in a hybrid fashion.

March 18 Review and preliminary approval of objectives
April 1 Review proposed pay scale, solid waste assessment and stormwater utility fee and property tax reduction for 2025
April 15 Review and preliminary approval of CIP and equipment replacement schedule
May 6 Council to adopt proposed 2025 pay scale and solid waste assessment
May 20 2022 Audit presentation. Review primary revenues, fund balances, outstanding debt, pay/benefit assumptions, and employee benefits
June 3 Budget Presentation all Capital Improvement, Debt Service, Property Owner's Association Funds reflecting preliminarily approved objectives and CIP/equipment replacement schedule
June 17 Budget Presentation of the General, Community Center, and Aquatics Funds reflecting preliminarily approved objectives
June 20 Budget Community Forum
July 1 Request consent to exceed revenue neutral rate and public hearing notice. Revised Budget Presentation (if needed).
August 20 Special Council meeting to hold public hearings on intent to exceed revenue neutral mill rate, adoption of the 2025 Budget, and amending the 2024 Budget (if needed)

The City of Roeland Park is using Balancing Act software starting in 2024 for the 2025 Budget. This software allows residents to more clearly understand how tax payer dollars are being allocated. Try our simulation tool to see what the 2025 General and Debt Service Funds look like so far. 

As a resident, you can also get a "tax payer receipt" which will tell you how your property tax dollars are being spent by the City. This includes the portion of property taxes that is levied by the City. The planned 2025 property tax mill levy is 25.5 mills.

Annual Tax Liability for City Services and Debt Service (To calculate the annual tax bill, divide the assessed valuation by 1,000 and multiply the mill rate. ($34,500/$1,000 x 25.5)$922.54
Monthly Expense for City Services: To determine the monthly tax expense for City services, divide the tax liability by 12 months.
